Tier 4 dependants: is this visa closing?

if a student is doing Masters/PhD course then he is able to bring his partner. is this scheme closing in april 2012.
Kindly help me.

The rules for Tier 4 students sponsoring dependents changed in July 2011.

No the 'scheme' is not due to 'close' in April 2012.
