PSW dependant visas will not be issued after april 2012?

i have heard that PSW dependant visas scheme is going to be closed in april 2012 kindly help and give me the correct information.

My husband has passed his MSc exams and submitted thesis. Results of exams is issued and thesis result is not with us. So please tell can he apply while being in UK for PSW if he has only result of exams and not of thesis and if yes what documents can be submitted instead of degree. His institute is saying that they can issue the letter that my husband has passed part 1(exams) and waiting for the result of part 2 (thesis). is this document sufficient to submit for the application of PSW

His tier 4visa is expiring next month so can he apply for PSW on such document.

and what is meant by initial application is it like he has to make initial application?

He can't apply for PSW until he has been awarded his degree. so cannot apply if he only has his exam results.
