Not clear if announcement is based on consultation or something additional to it.

Even if they abolish it it is going to be hard to remove someone who has been here for 14 years unless they do away with the human rights as well.

Agreed - and before it was introduced they were applying the 14 year rule on an informal basis anyway.

Indeed, it's based on consultation and as far as I can see, they will scrap the 14 years rule. It will be very very unfair but it can't be stopped.
