I am making this query on behalf of a friend:

His circumstances are Feb 2006, Student Visa, June 2007, Post Study June 2008 ,Tier 1, June 2009, Tier 1 General and this is till 2012.

He wants to get advice when he can apply for his Indefinite Leave To Remain?
