Refused visitor visa from British embassy Belarus

Hi
Can any of you guys advise me on dilema?Our family friend who has been coming to UK for the last 10 years on a visitor visa has been refused a visa this time 2011 .She is a Belarussian girl(19years old) she first came to UK when she was 8years and has returned to our family every year since .The reason she was given for refusal .was that she doesn,t have a job to go back home to and consequently she may obtain work in UK her work contract in her home- town of Pinsk will finnish end of August 2011 , and she was due to come to UK in September for a five month visit, We have pre paid for her flights and as always we pay for all her needs when she visits us Dont know what to do now!!!
any advice greatly appreciated
