Ooops sorry - IMHO the possible reasons for the delay are similar to the Iraqi situation i.e. an assessment of the then war situation (at ELR grant) against the position on the date the ILR application is decided coupled with any issues around travel to the area. I have come accross several FYR nationals who get ELR/ Refugee status travel to Albania for example on a Home Office Travel Document then somehow manage to 'cross' into the FYR despite their claim that their lives are in danger form the regime there.
It's also the last opportunity the HO have to ensure the merits of your case since the grant of ILR is not easy to revoke - there is a whole judicial process to go through and the HO doesn't like to lose. It may also be a security check is involved in these cases. However again IMHO your 10 year stay in the UK especially if your asylum claim was at under 18 years would be a grant of ILR. I am sure a few more weeks of patience will be worth the reward.
