ILR WP REFUSED

Hello everyone. My ILR application has been refused on the ground of "not meeting the appropriate salary". I posted all my documents just after April 6, employers document were completed before Apr. 6. Question I have, because the rule was applied after I got my salary certification, can I requeat for reconsideration and submit new employer certification meeting the new criteria?

What does UKBA letter that came with the refusal say re next steps?
