Can you say :-
  1. Which country's nationality you have?
  2. Which country you are living in at the moment?
  3. Your girlfriend's nationality?
  4. Where is your girlfriend is living at the moment?
  5. Your girlfriend's immigration status in the country she is living in?

I personally know nothing about Italian immigration law, so hopefully others can post about that. So I shall just restrict myself to EU/EEA law.

As a Dutch citizen, and therefore an EU/EEA citizen, you have Treaty Rights that enable you to live and work in any other EEA country, including of course Italy. So there is no problem at all you moving to Italy. Whether Italy has local trade regulations relating to your type of business, well you will need to check that out.

Your girlfriend in the Philippines? EU legislation which came into force as recently as April this year includes the ability for an unmarried partner to be treated as an extended family member if the couple are in a "durable relationship". You need to find out how Italy defines that and if your relationship falls within that definition. If it does she should apply for an EEA Family Permit at the Italian Embassy in Manila.

Armed with an EEA Family Permit in her passport she can also live and work in Italy.
