Wrong date on refusal

Wrong date on refusal

I recently received a Refusal of Entry Notice for a Tier 4 application.
The application was denied because they won't accept a bank e-statement.
I am told that this is common.
The notice, however, seems deficient for two reasons:
1. The date of refusal is one month BEFORE the application date.
2. There is no address listed for sending in an Administrative Review request.
Any ideas how to proceed?

Well, firstly let's ask about the statement. Did you have the printed statements certified by the bank of were they just sent in with the application without this treatment. If you did not do this then there is no point in requesting and AR as it will simply agree with the original decision.

What about point 1: Wrong date on refusal notice?
Is there anything to do about that?

None of that matters if the reason for the refusal was correct (and you have avoided commenting on this) and you will have to re-apply. A typo in the date on a refusal notice is not grounds to have your visa issued if it was refused correctly. If you challenge them on this, all that they are likely to do is issue you with a new refusal with the correct dates!

Sorry for not commenting.
I was more concerned about question one.
I am concerned that they will claim that 28 days passed since the refusal notice was issued.
The e-statements contained no physical stamp, just the Bank's logo, barcode etc.

If your statements were valid you could always argue that the date was wrong on the refusal and a request for an AR should be considered on that basis. However, I fear you'll be wasting your time with an AR as the new ECO who looks at the application will almost certainly confirm (again) that they are not acceptable. Better to re-apply with the correct paperwork.

If the student wishes to submit electronic bank statements from an online account these must contain all of the details listed above. In addition, the student will need to provide a supporting letter from his/her bank, on company headed paper, confirming the authenticity of the statements provided. Alternatively an electronic bank statement bearing the official stamp of the bank in question will be accepted. This stamp must appear on every page of the statement

Thank you.
1. It cost nothing to send in a review request
2. the school will not issue me another CAS, so re-applying is impossible

I have been told that if i send in a certified copy of those statements with the Administrative Review, once in a very great while the officer will break the rules (no new documents with AR) and issue a visa
Has that been you experience?

What do I do about the lack of address issue; where do I send the review application?

Read Annex 4 of the guidance.

Then, if you are still determined to pursue and AR you can email the ECM complaints address at the visa post that dealt with your application and request a new GV51 with the correct date and information on where to lodge an AR
