If the baby has a Pakistani passport you can apply a ROA stamp but that may take some weeks or months also.

However, you'll have to cancel the British passport application to do this as ROA can't be given to someone who has a British Passport.

My son was born in 2007 in Pakistan when I was still on a work permit living in the UK. It took 6 weeks to organise his pakistani passport, then British dependent visa through FedEx. I guess minors' visas get issued fiarly quickly. Ofcourse that was back in 2007, things have changed significantly since; I beleive the consular office has moved from Islamabad to Dubai - your best bet would be to contact the high commission in Islamabad and seek their advice - a travel document could very well be the best option.
