Is it still possible to bring the dependent for someone on Tier-4 visa? What does the rules say about this? Any reference or link would be highly appreciated.

Thanks

Reading the PBS dependent guidance on the ukba website would be a good start.

The policy guidance says that if the course is of Post Graduate level then you can apply as a family member.

That is what I wanted to confirm if ACCA is considered as PG or not.

ACCA is not a post grad degree; it's a professional qualification. You also missed out vital additional information about the education provider. It has to be HEI. A higher education institution (HEI) is a 'recognised body' (meaning that it has its own UK degree-awarding powers), or a body in receipt of public funding as a HEI.

It appears that LSBF is not a recognised body.

No (to the OP rather than the previous post).
