TOEIC A1 Test Query

Salaam all,

My wife recently took the TOEIC A1 English test in Islamabad for the Spouse Visa Requirement.

She passed the listening part of the test with the required result but not the speaking part of the test. If she takes the Speaking and Writing part of the test on its own, and passes, can we use this for the Visa Application?

I am getting mixed information from the test provider and Gerrys in Pakistan so wanted to see if anyone has this experience.
