Tier1 General Migrant-Dependent Visa(Spouse) From inside UK

Hi
My wife has a Tier 1 General VISA, she was working in London untill April 2011. She resigned and came to INDIA and got married to me. Now I have come to London on a VISIT VISA and my wife has come with TIER 1 Visa. She is looking for a job and does not any pay slips currently. The documents we have are following:
1) Maintenance Funds of 1600 + 800 GBP balance maintained in my wife's UK account for 3 Months.
2) Marriage Certificate from India.
3) Accommodation Proof - Tenancy Agreement in London -one week old.
4) Wife Passport with TIER 1 VISA stamped and valid till july 2012.
5)My Passport with VISIT VISA stamped and VISIT VISA valid for another 5 months.
6) Wedding photos and Wedding Invitation Hard Copies.
7) Sponsor Letter from my Wife for dependent application.
8) I have IELTS Scores of 7.5 valid for next 2 Years.

Question 1: Can I apply for dependent spouse VISA now, as my wife is currently unemployed and cannot produce the pay slips? Is 3 months of Pay Slips(TIER 1 Holder's) Mandatory for dependent spouse VISA?

Question 2: Can I Apply for Dependent Spouse VISA from inside UK while I am on a VISIT VISA in UK without going back to INDIA home country?
Question 3: Is is mandatory to go back to home country to apply for spouse VISA?

1. you can apply if you wish, just provide the required evidence and as far as I know, payslips are not mandatory

2. No you cannot switch from inside the UK. You will need to go outside the UK to apply for entry clearance. If you make an application to switch from visitor's visa to a dependents visa, your application will be refused.

3. It is. Refer to the guidance policy, it should help.
