when to apply

I am very worried as i think i have left it too late to apply for wifes ilr. She came to the uk on 31 october 2009 and her visa finishes on 23 december 2011.Was she supposed to apply 28 days before arrival date or 28 days before visa expiry date. Can someone please help asap

She may apply no earlier than 28 days before 31-Oct-2011 and latest by 23-Dec-11.
