Tier4-Student Visa Case Returned due to payment failure

Basically I submitted the application on 21 Sep 2011 but my payments didn't went through and home office returned my case back stating the reason on 12 oct 2011 that thay are unable to get the required money and letter mentioned that.

"If you wish to make an application, you must return your fully completed application form with the appropriate fee to the address given on the application form"

Now the problem is my bank statement is older than one month period and i dont have any money at the moment in my account.my visa has been expired on 21 sep 2011. My friends said to me the bank statement should't be older than one month before my new application.

so i am confused about bank statment,Can i used same bank statement that i have sent with my previous visa application.

i am very tense .please any one can help me and show me light in darkness. thanks ..

I'm going to say no (but wait for more comments). They have not accepted the application pending payment; they have rejected the application and asked you to re-apply. On that basis it's reasonable to assume that the new application should meet the usual requirements per the guidance.

but i dont have money in bank to show for new statment till 15 Nov. after this date, i can take new statment from bank and send with application.

problem..

do i need to wait for 15 Nov although my visa has been expired on 15sep?
Will thay accept my application after one month old refusal on 12 OCT?
When should i reapply again exaclty ..

whenever you apply again for visa , make sure that the bank statement you use is not more than 1 month old, as your visa is already expired you won't get any appeal right in case they refuse your visa for any reason. If you cannot produce a new current bank statement (due to funds or any reason) then its best to go back to your home country and apply from there. The more you overstay your visa the more you get into trouble and it may reduce your chances of getting any future visa.
