...work experience query..Moderator, other members pl help

I need some clarification on the roles in work experience section.

1. In a PSU in India, job opportunities in Engineering industries require
one to be B.E/B.Tech to be recruited as Engineers. They will be recruited as "Management Trainee"/"Engineer Trainee" and be put on job responsibiities as any other engineer for one year and immediately absorbed as "Engineer"/"Systems Engineer" after one year as Permanent employee.
In case, one resigns the service of the company before completion of 1 year, he will have a designation of "Management Trainee" only. Is it considered a graduate level job by HSMP case workers? If in employee reference letter, HR department specifies that the job requires Bachelor of Engg/Technology graduates(B.E/B.Tech) will it be sufficient?

2. Is "Systems Engineer" in PSU which requires B.E/B.Tech as minimum qualification and who does manages and maintains software applications and guides junior programmers in the job considered as graduate level
experience? But emplyee reference letter desnot specifically tell that min qualification for job is B.E/B.Tech. I have the copy paper advt. which was published for recruiting these engineers and that advertisement has min qualification laid out as B.E/B.Tech. Do I need to attach copy of paper advt. as supporting documents?

3. Is Employee reference letter on company letter head given by responsible authorities like HR dept is alone sufficient for Work experience or do we need to add any supprting documents to that?

I had read the Guidelines document thoroughly but still had these questions. Please clarify the same.
