Statement Balance for Tier 1 - PSW!

Dear Members,

Seeking your kind response on couple of issues.

1)
My Cousin has been given an earlier completion on his Masters degree on 30th September 2011 and his Award date is 5th October 2011, however his tier 4 student visa was valid untill May 2012.

Based on above completion date, is there any time limit within which he should apply for his PSW or he can apply any time within his Tier 4 validity while in UK?

He has started to maintain 800 GBP in his bank from 01-08-2011. On 30th August 2011 the balance gone 770 GBP but on the same date he had recieved his wages and the balance gone above 800 GBP.

Please advise whether such short fall may affects the maintenance requirement?
