settlement visa rejected , need visiting visa

Could you please help me to get a visiting visa for my mum to UK.I will write-down below the details .She came to UK three times (with six months visiting visa on each times) and go back without overstaying on each times. Next time I applied for a settlement visa for her. The UK embassy rejected the application .After two three days I again applied for a visiting visa for her, that’s also rejected by the embassy. They states that :-If the embassy will allow to give a visiting visa may be she is not going back to India. But we never think like that. So I go to appeal against the visiting visa, that also they were discarded. Now its more than six months from the rejection of visiting visa. Now I want my mum to be here with my family. My wife is mentally ill, she is very attached to her, and she needs her physical appearance. The doctor advised to can’t fly for next couple pf weeks.Recently my family (Me my wife and my child) got British citizenship. Now I heard that, the same situation on other people, The Embassy will reject the visiting application again and again .Could you please help me to get an advice about how to get a visiting for my mum.
