consent of overseas sponsor?

In the HSMP form it says in case your stay is sponsered by an overseas government, u cannot apply without their written consent.

It might look a silly question but : Do you think we should attach such a written letter from our sponser to the application form? Would they make any problem if we do not attach? Anyone had such an experience? Pls comment...
