Need an advice about my brother

Hi all,
I am new to this forum & genuinely seeking your advice to sort this out.
My brother ( 17 years Old), now is in the UK as family visitor of mine. I am in the UK as Tier 1 (General) category with my own family and will be eligible to apply for ILR in 5 months time.

He was back in home with my farther ( My mother passed away 2 years ago) and finish his studies upto GCSE.
Now my farther is 63 years old and had a stroke 3 months ago ( while my brother in the UK) and now is in care home.

In this situation, I am in very difficult situation as there is no other direct family member to look after my farther and brother (Both are in vulnerable position).

Hence my brother is in the UK for 6 months ( another 6 weeks to go) , I am looking for any possibilities to apply for further leave to remain(FLR) as my dependent .

Can this situation be attached to any Immigration Law in the UK?
