Rejection-Maintenance Fund

Hi

My friend got T4 rejection yesterday because his funds went below £2000(main app + depen) for 2 days. So UKBA rejected his visa and given appeal rights.

He applied on 5th November but sent september bank statement as he didn't receive the October statement and bank branch refused to give a copy statement for October. So applied with September statement.

In October he maintained well over £3000 for the whole month.

Eventhough the bank statement was one month older than the application date the H.O did consider the September statement and refused.

My question is can we write to H.O with the October bank statement and ask them to reconsider ?
Or

Appeal against the decision?
