Urgent help please MN1 Referee.

Dear ALL,

Today i went to GP and health visitor to sign MN1 form as a first referee.
Both of them refused me as they can't do it.I asked for a letter to explain the reason and refused me as well.My son is 11 months old and i have no option for teacher or social worker.PLease advice me how can i get 1st referee? Or please share your experience if you had similar situation.
