family visitor visa -chennai

Hi all
my in-law's are applying for family visitor visa next week in chennai.

they had a visitor visa for 6 months untill end of jan2012.they could not come to U.K inthese 6 months due to various reasons.

i was wondering will they have a problem in family visitor visa this time.will the border agency be asking for explanation.

Ur opinion in this regard is highly appreciated.
