Settingup Restaurant/Cafe in Belgium

Hi,
I would like to setup a small Indian restaurant in Belgium. Kindly let me know if
* I can visit Belgium in a Schengen visa and look for space, apt,rent etc.
* I can take one more guy with me on the same visa.
* How to convert the visa in order to make my guys stay permenantly in Belgium and take care of my business( I can fly down to India).
* Can my people take their families after some time?

I would appreciate if anybody can answer these questions to point to weblinks with suitable info.
