Does previous stay as a student / Tier 4 migrant will count toward new set maximum limit as Tier 4 General?

As I understand it, previous stay under tier 4 will count but not previous stay as a student under the pre-PBS rules, however I might be wrong and best to wait until the statement of changes next month.
