Extreme delay in Spouse case

Hello,

My wife applied for PR under the Live-in Caregiver in Canada 3 years
ago. I was in Canada at the time but i came to get processed in India.

The problem is that its 3 years now since we have applied and been
separated but CIC is still processing our applications. The file is now
in Vancouver CIC office but even now they are not giving us any
time-frame as to when they will finish processing. We have sent many
letters, also tried our MP but even he is unable to help. CIC just says
they are waiting for background checks. We are going through too much
hardship and pain.

Is there anything we can do?

Should we apply for a Mandamus Order? Cost a lot of money?

Can i get a visitor visa to visit my wife? We are really desparate to see each other. My wife is on single entry work visa, so i dont want her to risk coming to India.

Your advice will be very helpful.
