From your previous posts, you have gained PR status already in 2009. Is the evidence you provide covers 2004-2009 or 2006-2011? Or do you provide different residence evidence for yourself and your husband?
Both EEA3 and EEA4 were sent together, but each with it's own documents on 2 separated envelopes (inside 1 x Special Delivery envelope). No idea what is going on but it could be that you sent a lot of documents to cover your residence (is the rental agreement and bills only on your name) but very little evidence for your husband which makes the HO wonder why you did that.
