ILR on the basis of 2 year partner visa

Hi,

I am in UK since February 2003. Currently I am on Tier 1 Visa .I will go for Tier 1 Extension along with my wife(who has got Tier 1 Partner visa) on 5th March 2012. If approved we both will get 2 years visa. I will be able to apply for ILR on the basis o 10 year rule on February 2013. (Hopefully the rule stays that time). I know that my wife wont be able to apply for ILR along with me. By the time I get my ILR ,my wife will be staying in UK for at least 2 years.
My Question is once I get ILR on the basis of 10 year will my wife be able to apply for ILR on the basis of 2 year stay in UK as a partner visa?

What level of ESOL is required ? is it A1?
