It's not "no longer possible", it's no longer possible for MANY due to the income threshold being introduced in 2016 (4 years from now).
They didn't address Tier 1 - General in the announcement probably because it is no longer issued and those on it currently should be through the system by then.
As to what would happen to a Tier 1 -General who still may be in that status in 2016, I don't know.

Thanks genorp; that’s what I thought that as I have not seen Tier-1 in any recent news but the title of this news on WorkPermit.com had Tier-1 in it, that’s why I got confused. But even in this news itself, Tier-1 General is not mentioned anywhere.

i heard its for Work permit holders only.

how many britishers earn 35,000 ???

Their policies are based on people moving through the system as it was designed. No old-style Work Permits were issued after November 2008, therefore no one would be on a Work Permit after November 2013 (since the maximum time was 5 years, at which point you apply for settlement), 2 1/2 years before the new £35k policy takes effect.

That's the point. They are setting a bar to make it harder for companies to bring in people from abroad and pay them less than they would have to pay a national, and harder for those who do come in like that to stay.

the work permit category was closed in 2008. Read the statement of intent
