Professional Reference for the son

I recently moved from wolverhampton to liverpool.
For my son, the professional reference is giving me tough time. As I moved to Liverpool the doctor (local surgery where we recently registered is not signing. They say they don't know us from 2years etc and i tried hard to convince them but failed. I tried Wolverhampton doctor (ex- clinic) but they also refused to do so. Do you got any other solution which you could suggest to me.

I applying through the NCS (Nationality Checking Service). I rang them and they said as son is only 15 months old so its unlikely to get professional who know him in professional capacity. They suggested that get it signed by professional who is signing for me i.e. any professional.

I rang home office and explained. They said NCS is not quite right. Person from home office helpline suggested take both british reference and attach a letter of explanation.

Any help will be appreciated

Is the child Born in the UK? If yes, I would not worry too much.

I would follow NCS advice. The HO are not strict on referees for young UK born children applications.
