maintenance funds 2 months or 9, when college is suspended

my friends college was suspended in Jan 2012. His english course was finishing on 23rd march 2012. he has done Toefl in march 2012. now going to apply for extension before 6 april 2012. does he need to show 9 month maintenance or 2 months in his bank.

how long was the course and did he complete it?

the course was of 12 months but it was PTE peason test of english. he completed it from his college but took the exam of TOEFL.
More over he has no course completion letter from college as college is suspended. we are applying only on the bases of IELTS.

how did he complete the course if it was due to finish on 23 March but the college closed in Jan?

college continued teaching and their exam was by some awarding body not the college.
actually there was some fee remaining and college got suspended. we dont wana pay that fee. so going to apply without college letter getting the benifit of its suspension.

Not sure what you mean by the 'benefit of its suspension' unless he can show he completed the course he will not be considered to have established presence. If the college was suspended they may doubt that he completed the course.

You guys are trying to be over-smart. Visa extension is not a matter of 123 like before and you guys may endup on refusal. What you think UKBA guys are fools and they will not verify anything from your previous sponsor that either you attended your college and paid them course fee?? College license suspension does not mean that you can apply visa extension without verification from previous sponsor or you dont need to pay the course fee. Even UKBA case officer will put extra attention on your case due to suspension of college.
