Email means that you don't have to hang on the phone. You need to state that you need it for work purposes.

Yes it is. Explain in your email to them why you need the COA (work purposes).

I called HO today, I got through to a guy who was so rude and incompetent, he asked me when I applied, I told him, first he wouldnt even take my details, secondly, he wouldn't let me talk. he kept saying I need to wait for upto six months, I had to forcefully stop him to listen to me. I told him, am not asking for my passport to be sent back, all I request is COA, I then asked him, would that also take six months? then he didnt know what to say, he now took my details and advised me to fax to this number 01512132909. anyway, I dont believe him, I think he was indirectly trying to get me off the phone.
I have already sent an email, still waiting for reply.

what happened to me that I call the HO and tell the that I sent my file more than one month ago and still I didn't receive any thing yet,as I lived in sharing house I told them that I scared that the HO may be sent my file back and could any one in the house take it,you can say the same thing and he will check in the systeme for you,i hope it's help.

Both the regulations and directive state that a COA is to be issued immediately, not six months.

is now three weeks today that i submitted my eea3 and eea4 application, am still waiting for my COA, I need it for work, I have emailed HO twice but no response and I called their office but the guy that picked my call wasn't helpful. I don't know what else to do.

You could write a letter, recorded delivery. I'm not saying that's going to get them to action things any quicker, but if you subsequently lose your employment, it may come in useful.

Can I ask how sending a letter by recorded delivery will be useful if I lose my job?

You would be able to sue the UKBA for not complying with the relevant regulations. COA immediately (in really simple Scots, the NOW).

Also if you stated that in your letter, it might get the response you require (don't need to put the Scots bit in though).

The regulations for people applying for a residence card are very clear 17(3). They are less clear for permanent residence. Nonetheless, if your job is in jeopardy because of lack of PR being issued to you, then state that and say by analogy acknowledgement similar to that issued under 17(3) should be issued immediately.

and especially article 25, which expressly forbids having PR card as being a prerequisite for working (though the list of excuses posted above implies otherwise).

called HO again yesterday, the lady requested that I should give her my royal mail barcode for the recorded delivery, she now said my application is not showing on their system. this was application I posted on the 17/03/2012. she now asked me to write a letter to HO requesting that my application should be given urgent attention since I need the COA for work.

I have now sent a letter to HO through recorded delivery and I sent another copy of that letter with just a first class stamp.
I will be waiting for their response.

I have got a question, will there be a problem if the eea national was a student and was also working as part time (20 hours) from 2007 and finished schooling in 2010 but continued her part time job with the same company. in her application (EEA3) I said she exercised treaty right has a student 2007 to 2010 and as a worker 2010 to 2012.

the question is, can she exercise her treaty right as a part time worker?
