Dependent of post study work visa

Hiya, I would really appericiate if anyone could help me and anwer my question...
My sister is on post study work visa (UK), within this visa she applied for canada student visa and now she is gone to canada to study there, but her dependent(Husband) is still in uk so my question is, is he legal now as her wife is moved to Canada??? and she wont be coming back.

That's correct, because of her stated intentions as indicated by you. If she was out of the UK (on a visit) but with the intention to return in a reasonable period and continue as a PBS migrant, that would be a different matter to discuss. She has left the UK on permanent basis and is now studying overseas and her partner's leave can't be considered as viable on that basis.
