I have just read on some website that Post-Study work visa may be swtiched to Tier 1, if one has 50,000 pounds in his account.

I completed my PhD from the UK in 2009, and then switched to Post-Study work visa, but soon got an offer from Saudi Arabia, so I left the UK and my visa has also expired. Does the abovementioned new scheme apply to my case as well?

Tier 1 is closed for out of UK applicants
Checkout on the UKBA official site.
Dont trust any other site.

What you hear is about Tier 1 Entrepeneur not Tier 1 General.
