Indian Visas: PIO Card for spouse

Hi,

This is to query if we can apply for a PIO card for my British spouse. We are married and settled in the UK, and I am a person of Indian origin. Is it possible to apply for a PIO card for my wife to visit India? The high commission website is very unclear, and the card seems to be a lot less hassle than the tourist visas issued for just 6 months. Your help is greatly appreciated!
