parents from abroad as dependant

Hi,

I have a question on behalf of a friend as below,

"My parents live in Pakistan and they both are over 65 and I have recently gained the ILR status in England and wondering is there any possibility I can call them here as my dependant. Also I have two more brothers who live with my parents and therefore there is some one to look after them over there but I want them to live with me here so I can take care of them. What are the chances of success? Do I need to apply for FLR? What documents do I need to submit? The application process time? Do they need to apply from there or I can apply from here?"

I would be really grateful if you please answer the above questions for him and help us understand things better.

I have seen this but I am looking for the answers of some specific questions like they are not completely dependant on my friend they got 2 other sons so what is the way out on this?

Sorry, but your parents don't appear to meet the test under the Immigration Rules.
