applying for citizen without ILR

Ok I was given Leave to Remain till 2012 Sept, I passed my Life in the UK Test. Apparently I was told I used the wrong applying as I chose Citizenship, whereas I should had chosen Indefinite Leave to remain.

The person was telling me I need to wait 3 more years, apply for ILR. After getting ILR, wait another 5 years before applying for Citizenship.

Is the person right?
will I be refused application? because someone else was telling me I can still apply for citizen depending on circumstances and situation.

I saw someone's post about their refusal situation. Do you think UKBA are refusing applications because of the Olympic 2012?

ILR is required for naturalisation.

What if I get my ILR, and want to apply for a citizen (naturalisation). Can I use my life in the UK that I passed as Citizen Status to support my application?

But I wanted to ask to be sure.

On the Life in the Uk site. When filling in details it asks
Reason for taking the test
Reason for test*
Settlement
Citizen
Other

my friend said it's probably for survey, the person that corrected me on my mistake said that it doesn't matter.

I was looking at my letter and it says Life in the uk....for people looking to settle or to claim british citizen. It doesn't really show any specific of what I am applying for, it says either for settlement or citizen. So apparently it's basically for both.

So let me ask, does it matter if I put down Reason for applying is for Citizen, even though I wanted Settlement?

If you haven't applied for ILR yet, then the reason for taking the test is "settlement"

.... unless you are a migrant covered by HSMP JR. If you don't know what HSMP JR is .... best that you ignore that bit (as it doesn't apply to you).

i think it doesn't matter, the Life in the UK test is for both Settlement and Citizen application.

Or UKBA can just chill out
