NZ Citizen, resident Italy applying for YMV

I'm currently living in Italy as a resident with appropriate visa and permission to stay.... I'm wanting to apply for the UK YMV but trying to figure out if I can do it from here or if I have to go home (which would like to try and avoid since its a big cost to fly there and back!).

I read somewhere on the UK border sight that you can apply for visas from other countries if you have permission to stay as a resident in that country for more than 6 months... but i'm not sure if its all true or not or if its possible for this visa...

Someone told me alternatively I can send my passport back to NZ?

Can anyone shed some light at all??
