canadian getting new visa within france? (complicated)

ok, this is a shot in the dark, but heres situation:

anyone successfully obtain a carte de sejour from within france without a long stay visa? or, anyone extend to a long stay visa from within france?

i'm canadian and in the EU now on the standard 90 day visa. i'm eligible for a working holiday / youth visa in france but all the regulations say it has to be obtained in country of origin. i was in the UK until recently on working holiday but now that's expired, so i have no 'permanent' residency there hence french consulate in london is off limits (tried).

unfortunately, my place back home is rented out and my family now lives in japan, so going back to canada to apply for the visa at my local consulate would be almost impossibly expensive with the flights and hotels.
