Naturalisation Dilemma

We have a potentially complex situation and I am looking for some advice on what to do.

I am a BC and my wife is a South African citizen. She has two children from her previous marriage, one aged 14 and the other aged 18.

All three have ILR and have been in the UK for 39 months. My wife has passed the Life in the UK test.

I assume that my wife and youngest child can apply for naturalisation immediately. I would also assume that the eldest would have to wait another 2 years. However he has a learning disability will be unable to sit the Life in the UK test. He is also unable to apply for himself.

Would there be any merit in submitting all 3 applications simultaneously or would his age dictate the 5 year period regardless of his disability?

Any advice would be much appreciated.

As he is over 18, he will need to meet the 5 years residence requirement.
