Switching from Tier 4 (Gen) to Tier 2 (Gen) from inside UK

Dear Sir / Madam,

I would like to know whether the maximum cap of 20,700 Tier 2 (General) visas is applicable to a person applying to switch from Tier 4 (General) to Tier 2 (General) applying inside UK?
Or this maximum limit is for those who are applying directly for Tier 2 (General)?
I currently hold Tier 4 (General) visa.
I am pursuing Master's in the UK and will be completing in August 2013.
My Tier 4 (General) visa gets expired on December 2013.
I would like to know if the maximum limit of Tier 2 (General) visa is applicable to my category.
