Switching from Tier2 ICT dependent to Tier2 General withinUK

My wife is under Tier 2 ICT dependent visa
She has now completed her Post Graduation from a reputed University in the UK and now has a job offer.
Is she eligible to switch to Tier 2 general from within UK.

I see that TIER 4 students with a job offer can switch into Tier 2 general from within UK where the CoS can be issued by the employer without the Resident Labour Market test.

My wife is a student with Tier 2 ICT dependent visa.
