ILR for my dependent

I wonder if some one can give me some clarification on my case.

My wife came to UK as PBS Tier 1 dependent on June 2010, I obtained ILR based on 5 years (HSMP +tier 1) in january 2012, she subsequently applied for FLR(M) and obtained it on Jan 2012.

In june 2012 she completes 2 years (1and half years as PBS dependent and 6 months as Spouse of ILR), as per one of the threads in this forum, I can apply for her ILR as long as she meets other requirements such as KOL test and other maintenance and Cohabitational documents.

I have called up Home office to clarify, they are adamant that she needs to complete 2 years after FLRm. I did quote immigration rule 287 i a d, they plainly said, it is at your risk, if you apply.

My problem is if we apply and she gets rejected, she will have to wait 5 years, as the new rules state that if application is not succesful, then new rules apply.

I have tried to find a email ID to email someone in HO to confirm this to me. But I cannot find any email ID for that purpose. Can anyone provide me with a email address.

If I have a email copy when I go for my wife's application, they cannot misinterpret the rule, as majority of them seem to understand that all FLRm applicants need to wait 2 years before they can apply for ILR.
