Want to get married but passport with EEA application

I am an overstayer non EEA engaged to to EEA girl who we have been together for 4 years. We have submitted a EEA 2 resident card cohabitant visa application for me. We have submitted our passports with our application, we want to get married to make the case stronger since am overstayer. we went to the registrar but they want my our passport, my girl has polish national ID, i have a certified passport copy, birth certificate, driving licence issued in my country but the lady did not want to take our documents can someone help me please what to do am stresed
