discretionary leave and biometrics????

hi guys
i dont know if the answer to this is anywhere else if it is can someone point me in the direction of it
:)

basically my husbands upper tribunal appeal was granted on the grounds of article 8.
its been 10 weeks since the decision was made and have been to see our local mp who is making some inquiries.
but i wanted to know if before they send his documents he has to submit his biometrics, before entering the uk in 2009 his biometrics were taken in his home country, will this need doing again and how long does it take?

I think biometrics for DLR applications only came into force late Jan/early Feb 2012, so if application was before then, they won't be needed.
