WRT any skills-based visa/entry clearance, is it ever possible to apply successfully from a country other then ur own, ie an overstayer in US for HSMP or even WP here?

Personally I can't see it and no it's not me!

I think if you are on Work Permit in a country, you can apply for HSMP and after the approval of HSMP, you can apply for EC from that country.
