Message recieved to collect passports for EEA Family permit

My wife recieved a message yesterday,
your application is ready for collection.please visit the UK visa application center where you submitted the same 08/16/2012
I want to know what is the possible outcome ?
is it possible British high commission has issued visa ?
OTHERWISE it might be refusal decision ?
She will go Monday to collect passport.

It's a message from the VAC that the application has been returned. It's not possible to know, until you get them back, if the application has been successful.

YES they took about 99 days to decide but i dont know if they have issued visa or not ? now there are Eid holidays and only possible to collect passport next weekend.
