how long for mailed applications for ILR?

Hi
I am about to apply for ILR, i have two questions?
How long do the immigration people take to respond to mailed applications?
in case it takes too long. i could just spend the extra pounds and apply for it in person.
My wife hould have been on a work permit dependent visa for a year when we apply, will she be eligible for ILR, or does the 2 year rule apply to her?
