This has been asked before, however I am not sure whether PR certificate is required for an application.
Child born in the UK to parents who both are EU citizens (A8 country).
At the time the child was born one of the parents had been in full time employment for 5 years (WRS was completed at the time) therefore exercising Treaty rights, however there is no EEA1 or EEA3 certificate to confirm the Permanent Residency (although PR is obtained automatically after 5 continuous years exercising treaty rights).

I understand that the birth certificate plus either of the parents passports is normally required. Do I also need a PR certificate to apply for a first child passport?
