Switching from Tier2 to Tier 1

Hello,

I am sorry if this is a stupid question or a qustion that has been asked many many time, but can you switch from Tier2 (general) to Tier1 ( general)?

I have tried to find a topic relevant to this but could not find it.

Apologies again if this has been asked many times but I would really apperciated if someone could answer this question.

Tier 1 general is closed to new applicants and has been for some time.
